In MailEnable under Servers > localhost > System right-click on Services Status and select Stop All Services then, in Control Panel under Administrative Tools > Services, set all services associated with MailEnable to disabled (they are all named MailEnable ….).

You could try something like Robocopy to transfer the files and select NOT to transfer security.

ME Standard was more than likely not designed for a "shared" configuration, seeing as this is the free version. Right-click the ME tray application and select Configure Alerts. You can elect to get emails when monitored service events are triggered.
Unfortunately you cannot currently set your own threshold values, but it is at least something.

Look in the MailEnable installation folder at Config/<postoffice>/Mailboxes. The sys files in there contain a field with an email address that you could probably use.

The remote server could be greylisting or have a receive limit. You would need to contact whoever runs the remote server as there is nothing ME can do about that.
Do you have SMTP retries set ? That would get around greylisting by retrying after a temporary failure.

Your DNS entry has a SPF record but you don't seem to be checking. SPF would fail that email that is supposedly coming from you as the email server it came from would not be authorised to send for your domain. Our largest list is only around 3000 emails, and we use Enterprise edition, so I'm not sure how it would be in Standard edition.

Currently no "specific time" mailing, they go out when received so you would have to handle the timing issue externally.
