Error Updating users - failed to add the username/password

I am using version 10.20. I needed to update the quota on a mailbox and when I clicked save, I am seeing this error message. "Failed to add the username/password combination to the configuration."

The quota change was accepted. I have not seen this error before - any thoughts on what is causing this problem?

You will get this type of error if the password for the account does not meet the complexity requirements of the server. We see this error when updating accounts that were created prior to implementing password complexity requirements.
