Where does the New Mail Account Notification addressed from MailEnable come from?

I have received a new mail account notification message that states "Congratulations, your new e-mail account has been activated and is ready for use."

DETAIL

MailEnable is a mail server that is used by Internet Services Providers (ISPs) to provide mail accounts to end users.

When the ISP or mail service provider adds a new user is added to the system, the mail server sends a message to the end user's mailbox instructing them that their mail account has been activated. This message is normally customized, however many ISPs or mail service providers do not modify the message. 

This message may also be sent out if your mail service provider or your ISP made a change to your mailbox settings.
