Still running Version 10.31.

But disabling FIPS seems to have solved the error. There is now only the occasional error, that a file is already used in another process, but the mentioned error is no longer showing up.

Not sure how or when that FIPS got enabled though.

Not sure what client settings you are talking about. But when I click on Options, it all works perfectly fine. Firefox and Edge Chrome. Absolutely no problem.

Strange enough, but somehow the iPhone suddenly did connect again and it is now working. Not sure what solved the problem.

There are no other errors that would indicate a problem with SSL. After all, it looks like other mail is processed normally. I did find by coincidence the troubling client. It was Parsedmarc that tried to connect without SSL due to a bug. But it would certainly be helpful to have more information in...
