If I migrate my current mailenable to a new hardware with the suggested transfer method; backup then restore to new server; do IMAP users require to resync their folders? Or is process transparent to them?

IMAP uses the creation timestamp of the index for each folder. So if you preserve this, (which you should for all the files you migrate) clients won't normally resync. If you change client settings though, such as the server name the client connects to, the client will resync, since it will believe it is a different server.
