Drop folder not delivering to Bcc: ?

I don't know whether to post this here or in the "Developer's" forum (since I programmatically generate notification emails)

I have a function in my programs that I write that create an email to "inject" into our corporate email server to give
counts of records processed, etc.

In my old versions of programs, I create both a message body and a control file.
I'm porting my programs to a new language and also know that there is now a "Drop" folder.
I can put the message body into the Drop folder and it delivers it (no need for a second control file, yay!)
However, it looks like it isn't delivering to Bcc: addresses.

I don't _think_ the problem is in my message file (I have provided a pkzipped example).

Is this something that just isn't supported? Wrong point in the email process?
